of Regional Irrigation Office 5
According to RIDs Order No.201/2555 dated 12
November 2555 (A.D.2012), the organization structure
of Regional Irrigation Office 5 is divided into 1
Branch, 4 Divisions, 6 Provincial Irrigation Offices,
4 Operation and Maintenance Projects and 1
Construction Project, Royal Development Study Centre
as follows:
1.
General Administration Branch
is in charge of supporting core
offices and projects of RIO5, concerning finance,
procurement of supply, general clerical work,
personnel and legal management, and other
assignments.
2.
Engineering Management Division
is in charge of study and consideration of medium
and large scale irrigation project; topographical
survey; details design for project construction;
geology and soil engineering; dam safety and
inspecting for construction equipment; and other
assignments. The groups under this division area as

Regional Irrigation Office 5
has 12 implementing agencies for supporting the
Royal Irrigation Departments mission, vision and
strategy throughout areas of Thailand, as follows:
1.
Loei Irrigation Office
was established in B.E.2498 (A.D.1955), Loei
Irrigation Office is located at Loei-Dansai road,
Muang district, Loei province 42000. It has
responsible area of 7,140.380 rai in Mekong River
Basin and some areas in Pasak River Basin, average
annual runoff of 3,402 MCM., average rainfall of
1,215.9 mm./year and storage capacity of 95.79 MCM.
or approximately 2.82% of runoff. It has a potential
to develop to be an irrigable area of whole province
approximately 706,123 rai. From statistics on water
resources development until B.E.2556 (A.D.2013), It
has 13 medium scale irrigation projects, 222 small
scale irrigation projects, 44 electric pumping
stations and 2 other projects, totaling 281 projects
with storage capacity of 95.99 MCM., irrigated area
of 96,957 rai and beneficial area of 125,983 rai.

Nongbua Lamphu Irrigation Office
was established in B.E.2538 (A.D.1995) according to
Act for establishing Nongbua
Lamphu province, Nongbua Lamphu Irrigation Office is
located at an entrance of a headwork of Loa Yang
Reservoir, Ban Phuparn, Nongbua sub-district,
Nongbua Lamphu province. It has responsible area of
3,858,906 km2 or about 2,388,235.84 rai
in Mekong and Chi River Basins, average annual
runoff of 1,657 MCM., average rainfall of 1,390.8
mm./year and storage capacity of 16.91 MCM. or
approximately 1.02% of runoff. It has a potential to
develop to be an irrigable area of whole province
approximately 204,640 rai. From statistics on water
resources development until B.E.2556 (A.D.2013), It
has 1 medium scale irrigation project, 95 small
scale irrigation projects, 41 electric pumping
stations, totaling 137 projects with storage
capacity of 14.95 MCM., irrigated area of 88,696 rai
and beneficial area of 59,015 rai.
3.
Udon Thani Irrigation Office
was established in B.E.2494
(A.D.1951), Udon Thani Irrigation Office is located
at 21 Wattana Nuwong road, Makkhaeng sub-district,
Muang district, Udon Thani province 41000. It has
responsible area of 7,331,439 rai in Mekong and Chi
River Basins, average annual runoff of 3,431 MCM.,
average rainfall of 1,254.54 mm./year and storage
capacity of 304.75 MCM. or approximately 8.88% of
runoff. It has a potential to develop to be an
irrigable area of whole province approximately
1,193,177 rai. From statistics on water resources
development until B.E.2556 (A.D.2013), It has 2
large scale irrigation projects, 18 medium scale
irrigation projects, 252 small scale irrigation
projects, 45 electric pumping stations and 5 other
projects, totaling 322 projects with storage
capacity of 379.49 MCM., irrigated area of 248,950
rai and beneficial area of 175,210 rai.
4.
Nong Khai Irrigation Office
was established in B.E.2499 (A.D.1956), Nong Khai
Irrigation Office is located at Ban Loa, Mee Chai
sub-district, Muang district, Nong Khai province. It
has responsible area of 4.50 million rai in Mekong
River Basin, average annual runoff of 5,322 MCM.,
average rainfall of 1,450 mm./year and storage
capacity of 94.41 MCM. or approximately 1.77%. It
has a potential to develop to be an irrigable area
of whole province approximately 793,859 rai. From
statistics on water resources development until
B.E.2552 (A.D.2009), It has 2 large scale irrigation
projects, 8 medium scale irrigation projects, 82
small scale irrigation projects, 92 electric pumping
stations, totaling 184 projects with storage
capacity of 217.15 MCM. , irrigated area of 279.370
rai and beneficial area of 238,329 rai.
5.
Sakon Nakhon Irrigation Office
was established in B.E.2492
(A.D.1949). Sakon Nakhon Irrigation Office is
located at headwork of Huai Diak reservoir, Ban
Nakham, Huai Yang sub-district, Muang district,
Sakon Nakhon province. It has responsible area of
6,003,603 rai in Mekong River Basin, average annual
runoff of 7,100 MCM., average rainfall of 1,645 mm./year,
and storage capacity of 896.72 MCM. or approximately
12.63% of average runoff. It has a potential to
develop to be an irrigable area of whole province
approximately 1,359,935 rai. From statistics on
water resources development until B.E.2556
(A.D.2013), It has 1 large scale irrigation project,
41 medium scale irrigation projects, 194 small scale
irrigation projects, 51 electric pumping stations
and 33 other projects, totaling 320 projects with
storage capacity of 738.23 MCM., irrigated area of
565.986 rai and beneficial area of 15,752 rai.
6.
Bung
Kan Irrigation Office.
After the Act for establishing Bung Kan province in
B.E.2554 (A.D.2011), Royal Irrigation Department
under Ministry of Agriculture and Cooperatives had a
resolution to establish Bung Kan Irrigation Office
in B.E.2554 (A.D.2011) and the RIDs Order No.
75/2554 dated 11 April 2554 defined to divide an
area of Nong Khai province into 8 districts. In
present, there are water resources developed and
completed as follows: 3 medium scale irrigation
projects, 106 small scale irrigation projects, 35
electric pumping stations, totaling 144 projects
with storage capacity of 49.25 MCM., irrigated area
of 40,356 rai and beneficial area of 47,865 rai.
7.
Huai Luang Operation and Maintenance Project
was
established in B.E.2483 (A.D.1940), located at 500
Ban Koksaad, Koksaad sub-district, Muang district,
Udon Thani province 41000.
Huai Luang Dam has a
storage capacity of 135.567 MCM., and reservoir
catchment area of 666.40 km2. It is an
earth dam with clay core, 4,900 m. long, embankment
6 m. wide and 13.50 m. high. Spillway has maximum
discharge at 710 cms./sec. with radial gate of 5.8
m. wide and 6 m. long. There are 3 operation and
maintenance branches; canal system consists of right
main canal of 32.20 km. long, 16 secondary and
tertiary canals of 59.30 km. long, left main canal
of 48.90 km. long, 21 secondary and tertiary canals
of 76.80 km. long, and existing right main canal of
1.40 km. long, totaling 219.00 km. and irrigated
area of 86,987 rai.
8.
Nam
Oon Operation and Maintenance Project
was established in
B.E.2517 (A.D.1974), located at headwork of Nam Oon
Dam, Phanna Nikhom district, Sakon Nakhon province.
Nam Oon Dam is an earth dam in zoned type, reservoir
catchment area of 85.00 km2, storage
capacity of 520 MCM., the dam 29.50 m. high, dam
chest 3,300.00 m. long and 8.00 m. wide; project
area of 203,000 rai, irrigation area of 185,800 rai
with distribution system - irrigation area in left
bank of 63,300 rai - right bank of 122,500 rai
Nikhom Nam Oon irrigation area of 15,000 rai left
main canal of 28.040 km. long right main canal of
45.700 km. long and distribution canal of 6.290 km.
long.
9.
Huai Mong Operation and Maintenance Project
was established in
B.E.2546 (A.D.2003), and was transferred from
Department of Alternative Energy Development and
Efficiency, Ministry of Energy. It is located at
headwork of Huai Mong Regulator at the mouth of Huai
Mong River in Nam Mong sub-district, Tha Bo district,
Nong Khai province, it blocks the river before
flowing to Chao Phraya river in order to storage the
water in Huai Mong river and pumping to distribution
canal by electrical pumps, totaling 10 pumps. It has
an irrigated area of 61,800 rai. In dry season, if
the water in Huai Mong River decreases, the project
will pump the water from Mekong River for
supplementary storage.
10.
Kumpha Wapee Operation and Maintenance Project
was established in
B.E.2553 (A.D.2010), located at Kumpha Wapee weir,
Kumpha Wapee district, Udon Thanee province. This
weir was transferred from Department of Alternative
Energy Development and Efficiency, Ministry of
Energy under the supervision of Udon Thani
Irrigation Office. Later, Royal Irrigation
Department restructured its internal organization
called Kumpha Wapee Operation and Maintenance
Project covering irrigated area of 57,750 rai,
storage capacity of 102 MCM., 14 electric pumping
stations, 61 distribution canals with length of 81
km.
11.
Construction Project of RIO 5
was established in
B.E.2554 (A.D.2010) according to restructuring an
internal organization of the Royal Irrigation
Department. It is located at Km. No. 118 of Nithayo
road, Ban Donmuay, Chang Ming sub-district, Phanna
Nikhom district, Sakon Nakhon province, responsible
for construction of small scale irrigation projects
in RIO 5 totaling 5 provinces.
12. Phu Parn
Royal Development Study Centre
His Majesty the King initiated the
establishment of Phu Parn Royal Development Study
Center in B.E.2525 (A.D.1982) at Ban Na Nokkhao,
Huai Yang sub-district, Muang district, Sakon Nakhon
province. It is westerly far from the Muang district
about 10 km. and has an area of 13,300 rai. The
objective of the Study Center is to conduct study
and experimentation on extensive development e.g.
forestry development, appropriate agriculture as
well as agri-industry in order to be an example for
farmer, it will lead to sufficiency economy approach
in self-reliant or sustainable farming. Besides,
His Majesty gave an initiative to
Royal Irrigation Department to plan a construction
project of Tad Hai Yai reservoir at latitude 48
° QUD 961-909, the 1:50 000 scales
map and sheet no. 5843 III, so to provide
supplementary water to the Study Center, which has a
project area of 1,800 rai, for its activities
throughout the year. In November B.E. 2526
(A.D.1983), His Majesty visited Ban Na Nokkhao and
construction area of Tad Hai Yai reservoir,
graciously gave an initiative to distribute the
water from this reservoir to farmers in Ban Na
Nokkhao area and selected an area by himself for
establishing the Study Center at Ban Na Nokkhao,
Huai Yang sub-district, Muang district, Sakon Nakhon
province, being a center of the North-Eastern
region.
The Study Center, therefore, was established to be a
model of this region and a miniature area for
experiment of solving problems and studying the
appropriate development methods.
